The posthumous manuscripts of Valerijs Černohajev (1958–2019), a Soviet aerospace engineer, describe a claimed non-human aerospace propulsion system using specific numerical parameters across seven physics domains. This report applies an Analysis of Competing Hypotheses (ACH), a six-phase falsifiable analytical framework drawn from established scientific and intelligence community tradecraft, to evaluate whether those specifications converge non-trivially with documented United States government research programs. The report identifies 45 or more discrete operationalizable claims, pre-registers eight primary US program comparators, evaluates five competing hypotheses including “Record Contamination” with equal analytical standing, applies a base-rate control to establish what normal convergence looks like, and assigns final confidence classifications including a new “Pending” tier for claims awaiting specific empirical resolution.
